[Vacancy] Highway Design and Planning Advisor to the BRR NAD Nias

General Objective:
UNDP on behalf BRR is seeking applicants from qualified highway engineer to provide services in relation to all aspects of BRR's activities and mandate in road design and construction

Scope of Work:

  1. To conduct National and Provincial road inventory and propose a maintenance plan for
    road and bridges.
  2. To provide BRR with design, bill of quantity, estimate cost and bidding document for road and bridge maintenance.
  3. To provide BRR with design, bill of quantity and estimate cost for emergency road/ bridge to prevent traffic block in the case of road collapse occurred.
  4. To review and recommend design criteria for road and bridges, urban and interurban roads, arterial, collector and local road.
  5. To identify the availability of road making material and local road contractors/ consultants.

DELIVERABLES

The expert will prepare documents in support of all activities above.
Brief monthly progress reports, and reports on demand will be submitted to BRR and UNDP if anything important should be delivered. These reports will indicate significant activities, review of each report submitted by consultants, review the coordination meeting/workshop among stakeholders.

Reports will be designed to support BRR decision-making and reporting of accountability.

Claims for payment will be supported by financial reports to BRR with copies to UNDP on a periodic agreed basis. These reports must relate the claims to The work reported in progress reports.

All activities shall be subjected to monitoring by BRR and UNDP and shall be subject to BRR, UNDP and independent auditing.

REQUIRED QUALIFICATIONS

The consultant must be experts of highest excellence, with a strong track record of assuring his experience In related field.

The experts we need to hire must be suitable to the following criteria

  1. Bachelor Degree on Civil Engineering or Master Degree in related field.
  2. Minimum 10 years experience in road planning and road design (including bailey bridges)
  3. Speak English fluently both oral and writing.
  4. Mastering AutoCAD (preferred), CorelDraw (for mapping) and Microsoft office programmes.
  5. National experts in highway.

CONDITIONS OF CONSULTANCY


The consultant agrees to comply with all ethical and professional obligations relating to his/her contractual relationship with BRR, The consultant has the obligation to inform BRR in advance of any potential or actual conflict of interest or of circumstances that may lead to a reasonable perception of a conflict of interest, whether actual or not, and will follow BRR's instructions with respect to dealing with the conflict of interest.

The consultant shall sign such Anti-Corruption pact or Code of Ethics as required by BRR.

All documents prepared will be clearly and concisely written, and in compliance with Indonesian standards and regulations.

DURATION AND LOCATION OF CONSULTANCY

Candidates should be available for immediate engagement. The period of engagement will be 11 months (started as soon as possible). The position is based in Banda Aceh, and will require extensive travel, including frequent trips throughout NAD and Nias.
